Disciplinary Ruling relating to Gloucestershire League game 112

This ruling relates to game 112, Worcester Cyclones, played at Bishop Perowne School on September 26, 2019. The court officials were Bob Lloyd and James Davies.

A club representative has claimed that the Kings team stopped playing this game and left the sports hall because of the fear of injury to the Kings players. In the account of the game he also complains of very biased refereeing.

The correct action to have taken, in the first instance, would have been for the Kings captain, or coach, to have raised concerns about player safety with the officials, but it seems that they did not do that. Neither did they communicate their safety concerns or their perception of referee bias to the League Administrator, despite appearing to sign the scoresheet under protest.

The case that the final actions of the Kings were the consequence of health and safety concerns for Kings players is somewhat undermined, because those actions took place immediately after a foul which involved the Kings captain displacing a Cyclones player.

The Kings players abandoned a league game when it was far from complete, with only angry words by way of explanation. I am not oblivious to their frustration but, as I have described, there are proper ways to register concerns and to make complaints. What the Kings did was deeply disrespectful to their opponents, and to the court and table officials. It breaks the agreement that the club has made with the league, to play the games it has scheduled; it brings the sport of basketball into disrepute with spectators; and it provides a very poor example to younger players. This was a very serious offence for the Kings to have committed.

I have decided to penalise the team with the forfeit of their next league game.

In addition, because of the content and timing of what they said, making a bad situation worse, Jason Kalwa and Chris Charter will each be penalised with five penalty points and a £15 fine.

The captain and coach were particularly at fault because they led the team in abandoning the game, and the captain was especially demonstrative and uncivil in his words and actions.

The coach will be penalised with a further game suspension.

Disciplinary Ruling relating to Gloucestershire League game 116

This ruling relates to game 116, Charlton Kings v Cheltenham Hawks, played at Gloucestershire College on September 30, 2019. The court officials were Andy Steckbeck and Joe Grainger.

The reports from both officials at the game concur in stating that Grigoris Ligkou used abusive language towards Andy Steckbeck. Andy’s report suggests that Grigoris also acted in an intimidatory way towards him, and Joe Grainger’s report states that this was indeed the case.

Whatever a player’s view of the calls that an official makes, he has no excuse for abusing the referee. Referees perform their role as volunteers and routinely do their best to officiate accurately, fairly and honestly: using foul language against them is unreasonable and helps no-one.

Grigoris also used intimidatory behaviour. This is especially unwelcome, since abuse and intimidation is just the kind of combination that makes officials, experienced or not, consider giving up refereeing. Without referees there can be no organised games, so this behaviuor represents a serious threat to the league, and ultimately to the sport of basketball itself.

If Grigoris had behaved during the game in the way he did after the game, he could have expected to be awarded a disqualifying foul. In view of all these facts I have decided to impose upon Grigoris a fine of £25 and five penalty points.

Team Withdrawal

Charlton Kings have withdrawn from the GBL with immediate effect. Their match results so far will be voided and their future matches removed from the fixture list.

Players registered with the Kings club are reminded that their registrations are now held by the league as described in rule 14b). Players are not permitted to play for another team until all club debts have been paid. See rulles 14b) and 14c) for details.

Basketbal England Fact Sheet - Coaching Bevaviours

We have a brief reminder to all affiliated coaches on proper behaviour in line with Basketball England's Code of Ethics and Conduct as we start the season.

Last season saw a number of complaints often referred to as “side-line rage”. The loss of self-control by someone in the crowd is also known throughout the world as a feature of the “ugly parent syndrome”. For basketball the applicable term may be “court-side rage” and in the majority of cases, this consists of abusive language directed at referees, players, coaches or other spectators.

There is no excuse for such behaviour. Coaches and parents are role models for the young players that they come into contact with. If, as adults, they are unable to control themselves and their behaviour, the message passed on to young players is clear regarding what is acceptable.

Affiliated coaches must be aware of the contents of the Coaches Code of Conduct, section 1 of Basketball England's Code of Ethics and Conduct. We will act on substantiated complaints and we will do all that we can to protect our affiliated referees from this type of behaviour. We expect coaches to respect the game, to respect the officials and, as leaders, to set a good example.

At the same time we expect referees to take immediate action when required. They have the power to enforce a reasonable standard of behaviour simply by applying the FIBA rules. Referees must not tolerate this type of behaviour from anyone involved in matches under the jurisdiction of Basketball England – and they will be supported in their actions by the governing body.
